No election was held for 1995, however there were some commissioner-instituted rules changes. Most were minor clarifications.

Changes for 1995

Draft / Roster:

  • Draft order for returning owners protecting at least one player based on post-season finish order.
  • New owners given first pick in first round (only), random in other rounds.
  • Returning owners not protecting any players get random draft pick.
  • Reserve position no longer restricted: defense allowed.

Scoring:

Power defense clarification: 15 points minus the points scored by their NFL opponent's offense.

Free Agents:

  • Early bird free agent advantage limited to a single player. (This rule disappeared in later years.)
  • Removed coin-toss provision when two teams have identical records. Use standard tiebreakers.
  • Each team given one guaranteed waiver per week, in addition to any due to injuries.
  • Waivers allowed during the playoffs, so long as they are to replace injured players.

Trades:

Restriction on number of players traded and number of teams involved lifted from rule.

Tiebreakers:

  • Division record inserted as the second tiebreaker.
  • Specified that reserve player is not eligible as a playoff tiebreaker. This was to prevent teams from using kickers, who are almost certain to score, or from using two quarterbacks (backup and reserve).

Toilet Bowl:

Added provision that loser must provide beverages at the next year's draft.

Rules changes:

New rule stipulating mandatory elections for future rules changes created.

Casey Doe Memorial Fantasy Football League Rules - 1995

I: All franchise owners must bring $20 to the draft. Minus $20 for supplies, this leaves a pot of $220 to be distributed to the winners at the end of the season. The prizes will be as follows: Superbowl champion - $100; Superbowl runner-up - $20; regular season champ - $40; each of two other division champs and the top wildcard - $30, $20, and $10 in order of record.

 

••II: The draft will consist of 12 rounds. Each team consists of: 2 QB's, 3 RB's, 3 WR's, 1 TE, 1 K, 1 team's D/ST, and one reserve of one of the above positions, drafted in any order. Returning owners may protect 0, 1, or 2 players from their 1994 final roster, but no NFL player may be protected more than 2 consecutive years. If you protect 1, you forfeit your 1st round draft pick. Additionally, if you protect 2, you forfeit your 2nd round draft pick. Any new owners will get the first draft pick(s) in the first round, their order randomly determined between each other. Those owners who choose to protect players will draft in their 1994 finish order, #1 - #12. The draft order the other owners (including new after round 1) will be randomly determined. The order will be reversed in even numbered rounds.

 

III: Each owner must submit a starting lineup of 1 QB, 2 RB, 2 WR, 1 TE, 1 K, and 1 D/ST to the commissioner before kickoff of the first NFL game each week (sometimes a Thurs. or Sat.). The telephone number to call is 235-6466. Please use the answering system if no one answers. If no lineup is submitted, it will be assumed to be the same as the previous week's lineup (even if a player has a bye week or an injury). The commissioner will call his opponent to tell them his lineup each week; in the event the commissioner cannot reach his opponent, he will call another owner.

 

IV: TD runs and receptions will be worth 6 points, TD passes worth 4 points, FG's worth 3 points, safeties worth 2 points, PAT kicks worth 1 point, and conversions worth 2 points. Any TD or FG which results from a pass, run or kick >=50 yards shall be worth double points.

 

•V: The defense / special teams "player" is actually an entire team, and scores whenever a defense returns a kickoff, punt, interception, fumble, or blocked punt for a touchdown. The defense / special teams player also scores on safeties, fake field goals, and fake punts. In addition to these points, the defense will score 15 points per week, minus the score of their NFL opponent's offense (no negative points).

 

VI: If the QB you choose to start does not play at all in his NFL game (or has a bye week), you will get your fantasy backup's points instead. If your starting QB is removed from his game during the third or earlier quarter, and does not return, you will get any points your backup scores in later quarters of his NFL game in addition to those scored by your starter. If neither your starter nor your backup plays, you're out of luck, even if your reserve position is a QB.

 

••VII: If a player isn't on a fantasy team, he is considered to be a free agent available on the waiver wire. The worst teams have first claim on available free agents until noon on Thursday (limit one per team). After that, it's first-come, first-served until kickoff of the first NFL game of the week. For each player acquired via waivers, a player must be released (or traded). All owners must have a chance to be informed of a player's availability (via the weekly updates) before he can be picked up. No more than one player may be acquired per week, unless the additional players dropped are on the NFL injury report. No non-injury waiver wire transactions will be allowed during the playoffs.

 

•VIII: If two or more owners wish to trade players, they may do so. A trade becomes official when all parties involved have contacted the commissioner and verified the terms of the deal. No trades will be permitted beyond kickoff of the tenth week of the NFL season (November 5). No more than one trade transaction will be allowed per week, but circular trades are allowed.

 

IX: A schedule will be distributed on draft day. The first 14 weeks of the NFL season correspond with our Fantasy League "regular season." The next two weeks are the playoffs and Toilet Bowl, then the Superbowl. The three division champions and five wildcards will all go to the playoffs.

 

••X: The following is the tiebreaking scheme that will be used both for rankings during the regular season and determining "seeding" for the playoffs, as well as early bird waivers. Ties within divisions will be broken first. Tied games count as half a win.

2) division record (if all in same division)
3) most points scored
4) fewest points allowed
5) team with worst draft position advances

 

XI: For playoff games, owners submit a tiebreaker order of their non-starting players (not including reserve). In the absence of a submitted order, the order will be considered alphabetical. In the event the teams tie, these "overtime" players will be compared against each other one at a time until a winner emerges. If there is still a tie, the next tiebreaker will be the total distance of all touchdowns. If the tie still stands, the winner will be determined by coin toss.

 

••XII: At the same time as the Superbowl playoffs, a tournament called the Toilet Bowl will be held for the 4 teams not making it to the playoffs. In this tournament, the losers of the first two games will advance, and the loser of their game will be stuck with the travelling trophy, and must provide beverages at the following year's draft.

 

XIV: The commissioner will prepare reports weekly which will include results, standings, waivers, highlights, and, as necessary, rosters. These will be available for anyone to pick up at the commissioner's home after 9:00 P.M. Tuesday (call first). If this is not convenient, please see the commissioner about an alternative arrangement such as mail, electronic mail, faxing, etc. A bare-bones account will be on the commissioner's answering system announcement by 8:00 P.M. each Tuesday.

 

XV: Each owner should come up with a name for his fantasy team (anything you want, humor is desirable). If you don't come up with your own name by the first week's update, the commish will subject you to one of his. The members of each division can vote on names for it on draft day.

 

•XVI: Any changes to these rules made before the beginning of the season must be approved by the majority of the owners to take effect. Any rule changes after the first game of the season must be approved unanimously. In case of a controversy over the interpretation of a rule, the commish can be overruled by a majority of the owners.
